These lights are meant to be placed on a tile in front of a wall and rotated in place.
Additionally you get an embrasure version of the heavy reinforced wall you can shoot through it but not walk through it providing 65 cover from fire.
Remove it from a save easy too just delete the walls first.
Wall lights will allow you to gain space in all rooms instead of wasting tiles with standing lamps.
